Impact Fees, where do we stack up?

I have had several questions about impact fees. I thought that I would begin to put a few of the facts out there so that everyone can make informed decisions.

All of this information is backed up by several public sources. Feel free to verify any of it for yourselves:

Okay, let the games begin:
(I will make this very easy to calculate and relate to existing homes. These numbers have been formed into reflecting a $200,000 home in each stated community. This is on a per home basis. Every Planning Commission the city will give you the total number of homes etc. so these numbers would be multiplied based on the latest city permit numbers. I hope that all makes sense.)


Brentwood:
Growth rate of 43% between 1990 and 2000. Population of 23,825 in the year 2000.
Currently their impact fees are $598 + Additional Fees = $1,071
Other fees for water, sewer, etc are $6,000.
Making the total of $7,071

Fairview:
Growth rate of 38% between 1990 and 2000. Population of 5,980 in the year 2000.
Currently their impact fees are $500 + $ 0.25 per sq ft + Additional Fees = $1,000
Other fees for water, sewer, etc are $3,561
Making the total of $4,561

Franklin:
Growth rate of 108% between 1990 and 2000. Population of 41,756 in the year 2000.
Currently their impact fees are $ 0.46 per sq ft + Additional Fees = $2,206
Other fees for water, sewer, etc are $3,280
Making a total of $5,486

Kingston Springs
Growth rate of 81% between 1990 and 2000. Population of 2,761 in the year 2000.
Currently their impact fees are $1750 + $0.40 per sq ft = $2,550
Other fees for water, sewer, etc are $1,350
Making a grand total of $3,900

La Vergne
Growth rate of 149% between 1990 and 2000. Population of 18,687 in the year 2000.
Currently their impact fees are $1,307
Other fees for water, sewer, etc are $3,850
Making a total of $5,157

Mt. Juliet
Growth rate of 129% between 1990 and 2000. Population of 12,285 in the year 2000.
Currently their impact fees are$ 0.60 per sq ft = $1,200
Other fees for water, sewer, etc are $2,464
Making a total of $3,664

Nolensville
Growth rate between 1990 and 2000 is N/A. Population of 3,099 in the year 2000.
Currently their impact fees are 1.00 per sq ft = $2,000
Other fees for water, sewer, etc are $1,920
Making a total of $3,920

Pegram
Growth rate of 57% between 1990 and 2000. Population of 2,146 in the year 2000.
Currently their impact fees are $1750 + $0.75 per sq ft = $3,250
Other fees for water, sewer, etc are $2,100
Making a total of $5,350

Smyrna
Growth rate 74% between 1990 and 2000. Population of 25,383 in the year 2000.
Currently their impact fees are $1827 + Additional Fees = $2,466
Other fees for water, sewer, etc are $1,500
Making a total of $3,966

Spring Hill - Current
Growth rate of 427% between 1990 and 2000. Population of 7,715 in the year 2000.
Currently our impact fees are $500 + $ 0.25 per sq ft = $1,000
Other fees for water, sewer, etc are $2,620
Making a grand total of
$3,620
***an increase of .25 per square foot would increase revenue $500 per permit.
***an increase of .35 per square foot would increase revenue $700 per permit.
***an increase of .50 per square foot would increase revenue $1000 per permit.

I'll let you do the math from here. By increasing the impact fee, where does that place us in relationship to say....Franklin and Fairview? Now that we do not have a property tax (which is fantastic) where is the city going to come up with a little extra cash to improve those things that will need improving in the coming years? Impact fee evaluation might be a good start.

I think that I would be in favor of increasing impact fees at least a quarter.

Seems like a quarter would be reasonable--maybe 30 cents.

What does Columbia have as an impact fee? Oh yeah, zero.

I will save the gorilla some time and find out what Columbia's fees are. Everyone has to have some income coming from somewhere, let's see where Columbia gets theirs. I'll be back in a bit, first some phone call to Columbia.

Having said that, what is your objection to raising impact fees by a quarter per square foot?

Thompson's Station just raised theirs to $1.00 per sq ft.
