I wonder if the woman writing this "letter to the editor" was speaking about Charles Raines?

I think that the woman was talking about the mayor of Franklin, but it could certainly be applied to Charles Raines.
I agree. The woman was speaking about the mayor of Franklin. However there are some very profound conflicts of interest in Charles Raines' lap as we speak.
Charles Raines does have a conflict of interest if he is going to vote against design standard changes, don't you think?
