A PETITION REQUESTING THE STATE OF TENNESSEE TO REQUIRE THE
CITY OF SPRING HILL TO RE-APPORTION ITS FOUR ALDERMANIC WARDS.

FROM: The constituents of Senate District23, House District 63, and the City of Spring Hill, Tennessee.
WHEREAS: The City of Spring Hill Tennessee is the second fastest growing city in the State of Tennessee with a certified 2005 population of 17,325;
WHEREAS: The Citizens of Spring Hill elect a Board of eight (8) Aldermen from four (4) geographic wards to Govern the city, and, according to a residency requirement in the City Charter is limited to no more than two (2) aldermen that represent and reside in each ward;
WHEREAS: The certified 2005 population of Ward 2 is 13,609, comprising 79% of the City’s population, while the Ward 1, Ward 3, and Ward 4 populations are 1,810; 1,040; and 866, respectively, and comprise 10 percent, 6 percent, and 5 percent of the City’s population, respectively. The six (6) aldermen living in Ward 1, Ward 3, and Ward 4 represent only 21% of the city’s population;
WHEREAS: The Board of Mayor and Aldermen have voted 2 times in the past 5 years to prohibit any change to the representation of the wards to more fairly represent the City’s growing population;
WHEREAS: The City’s Charter requires a two-thirds vote to change the wards.
THEREFORE: We, the undersigned citizens of Spring Hill, Tennessee, Senate District 23, and House District 63 do NOT believe that the Spring Hill Board of Aldermen is a fair representation of the population of the city. Furthermore, we believe that the two-thirds vote of said board, required for change, will never be obtainable given the obvious political advantage to the Aldermen of the smaller wards. In fact, they have proven their unanimous desire to keep the above mentioned inequity in place by their public votes to the effect. We therefore seek remedy from the Tennessee State General Assembly. We humbly request that the Tennessee General Assembly require the City of Spring Hill, Tennessee, to reapportion its wards to within a population variance of no more than 10 percent. We further request that the State of Tennessee require the City of Spring Hill to complete the above mentioned re-apportionment prior to the next Municipal election, to be held in 2007.

What an interesting site. I saw the yard signs last week just before the article appeared in the paper. Citizens should be involved, but should also know that the most important thing they can do is to actually vote and then communicate with their elected leaders. I do both. Just a couple of weeks ago I contacted my alderman (Duda), the planning commission (Hull) and the Mayor to voice a concern regarding a matter of rezoning. Both Mr. Duda and Mr. Hull returned messages I left for them (rather quickly) and I am assuming the Mayor heard the message I left on his voice mail. The thing is to be proactive and reactive in a positive manner. I am intrigued by local politics, but am turned off by mudslinging. More people might support this site and its efforts if the tone remains intelligent and positive. I grew up in this area on the Maury County side and returned to live on the Williamson side some years ago. Like many of you, I have concerns about the growth - specifically, the number of starter home neighborhoods that continue to pop up day after day. My plan, though, is to just do my part by voting, communicating and enjoying each day. I encourage each of you to do the same.
