According to the Columbia Daily Herald, Maury Regional Hospital has admitted to spending $167,400 thus far in their cause to oppose Spring Hill Hospital. I think that this is a conservative estimate, and does not include a single cent of the appeal process. Does anyone now doubt the WASTE of TAXPAYER money as our elected officials continue this fight against a 7-1 decision?
I would LOVE to see actual numbers from Williamson Medical, because it will far eclipse the total from Maury County taxpayers.

Maury Regional spends $167,000 in turf war

Maury Regional Hospital loaded its slingshot with at least $167,400 in its initial attempt to ward off “Goliath,” and more expenses could be forthcoming in the nonprofit health provider’s fight against the nation’s largest for-profit hospital chain.
MRH recently responded to The Daily Herald’s request for a breakdown of expenses as of July 26, the date of a state hearing in which officials voted 7-1 to allow HCA to build a 56-bed, $105-million hospital in Spring Hill.
MRH CEO Robert Otwell has compared the hospital’s opposition to HCA’s proposal to “David versus Goliath.”
During the first round of the battle, MRH spent $77,500 in attorney and legal fees, $75,500 in contracted services and $14,400 in advertising and marketing, according to data provided by the hospital.
Contracted services included a study by a population analyst as well as communications consulting by a Nashville-based public-relations firm.
MRH did not release an itemized list of expenses. Instead, officials provided three lump sums for attorney and legal fees, contracted services and advertising and marketing.
Rita Williams, director of marketing for MRH, said the hospital was unable to determine expenses incurred as a result of employee hours spent working on MRH’s campaign against the proposed hospital.
But she said the potential costs of allowing a Spring Hill hospital to be built more than justify the expenses.
“Any hospital in America is going to oppose a new hospital 14 miles from its front door,” she said. “The potential loss of patient revenue is substantial and would significantly overshadow any expenses.”
The decision by MRH and Williamson Medical Center to appeal the certificate-of-need approval began the second round of the showdown. A hearing will be conducted from April 11-24 before an administrative law judge.
The appeals process could cost the losing party tens of thousands of dollars in administrative fees, deposition fees and expert witness fees, said Reid Brogden, general counsel for the Health Services and Development Agency.
MRH paid legal fees accrued as of July 26 to Nashville-attorney Dan Elrod of Miller & Martin, PLLC, officials said.
Williams said MRH did not conduct a cost-benefit analysis when deciding whether to appeal the agency’s decision. Since the agency’s inception in 2002, no appeal has overturned the Health Services and Development Agency’s decision, Brogden said.
Williams said it would be “speculative to estimate the cost of the appeals process.”
Frank Morgan, a Nashville-based health-care industry analyst with Jefferies & Co., said he is not surprised by MRH’s decision to appeal.
“I don’t know if it is a wise decision,” Morgan said. “It is certainly normal they would take this thing through every avenue of the existing procedural process. That’s just the way it works. People do that. Even if they lose, they’ll go through the appeals until there is absolutely no appeals process left.”
NO CHOICE?
The consequences of standing aside as a new hospital moves in could be serious for Maury Regional and the community, Williams said.
A second hospital in Maury County would skim off well-insured patients from MRH, duplicate services already provided, raise the cost of health care in the region and threaten MRH’s ability to deliver care to all patients in southern Middle Tennessee, regardless of their ability to pay, she said.
“After carefully examining the impact that another hospital would have on MRH, we felt it was our obligation to protect the financial well-being of the hospital ... for all of the 260,000 residents of our region who depend on us, including those in Spring Hill,” she said.
Morgan said legal disputes among hospitals are not uncommon in states that utilize a certificate-of-need process.
“At the end of the day, an existing hospital company doesn’t want new competition,” he said. “That’s the bottom line. They’d just as soon not have any competition.”
One expense reported by MRH was the hiring of a population growth analysis expert, a one-time expenditure that Williams said will benefit MRH during its appeals hearing.
MRH also contracted with Jarrard Phillips Cate & Hancock Inc., a public affairs firm founded in January. MRH is no longer using the firm, Williams said.
“If you asked a resident in any town if they would like a hospital, chances are they would immediately respond with a ‘yes,’” Williams said. “That is because we see hospitals as a good thing. So you can see we were presented with a challenge of educating those we serve about why we opposed another hospital in the county.”
MRH bankrolled all of the expenses of Coalition4Care, a group of health-care workers and citizens dedicated to opposing an HCA hospital in Maury County.
Williams said “adjustments will be made in other administrative areas of the budget to offset ... expenses,” but she could not specify what adjustments were made.
“It is not possible to itemize the expense reductions,” she said. “Overall, even with the additional unforeseen expenses, the hospital achieved its targeted budget for fiscal year 2006.”
HCA DECLINES REQUEST
The Daily Herald made a similar request for information from HCA, but officials declined to release any information about the hospital’s expenditures.
Cheryl Chubbs, an HCA spokeswoman, cited the hospital’s status as a private corporation as a justification for withholding the information.
“Our expenses are proprietary,” she said. “Sharing this type of information would set a precedent and generate numerous other requests.”
Chubbs said most of HCA’s marketing expenses are budgeted a year in advance and none were set aside specifically for efforts to win approval for a hospital in Spring Hill. At any rate, such a comparison would not be “apples to apples,” she said.
“It is not real easy because our advertising is placed for all of our hospitals together under a group,” Chubbs said.
“The only thing we ran were four ads talking about four community events,” she added. “That was the only thing that was specific to Spring Hill.”
Even if MRH’s appeal is unsuccessful, the hospital’s decision to appeal could postpone construction of HCA’s hospital by nine months, Chubbs said.
“Our expenses will surpass our original projections due to the appeal filed by Maury Regional and Williamson Medical Center,” she said.
If built, the Spring Hill hospital would open in 2010.
Remember folks, loser pays ALL in the appeal process! When the judge upholds the 7-1 decision by the HSDA, Maury and Williamson County TAXPAYERS will foot the entire legal cost! I hope that our elected officials remember this decision when their re-elections come up. How many teacher salaries would this pay for? What kind of school facilities could be built for the kind of figures that we are little throwing around? What kind of infrastructure improvements could be made with this sea of cash?
Stop this appeal process, and stop WASTING our time and money!

When you say OUR MONEY,you should probably consider those who live in Maury County, specifically Columbia, who support the appeals process. There are more people in Maury County than those that live in Spring Hill.
The only reason you are discussing this is because your site is dead without the hospital debate.
I doubt you will post this as you have not posted any of my other comments.
You should probably be asking how much money could have been saved if MRH had been approached before TriStar. The mayor of Spring Hill got you all into this mess.Read the Daily Disappointment's article. It states that this is not uncommon for appeals to take place. You cannot blame Maury or Williamson County for taking up for themselves. Our tax money, including those of us in Columbia, are being used because your mayor chose to do something foolish. DO not dismiss his accountability here.

Foolish is thinking you can overturn a 7-1 decision. Check that, foolish is thinking that it is your entitlement to overturn a 7-1 decision.
Oh by the way, out of 20 items on their agenda each month, only 1 each month is appealed.
Foolish is believing that everything was on the up and up with the first hearing. Maury has just as much right to appeal this as anyone else. If TriStar were appealing this you would call it a great idea.
I read everyone complain about tax money spent on the appeal. If everyone is worried about tax money you should be upset about this. Your county taxes are being used to pay for ems service that will no longer be covering you. Just because R/M is coming does not mean that you stop paying for maury or williamson ems. Williamson County tax payers your money will probably be used for new ambulances to help cover Franklin, Brentwood, etc. etc. Just to make it better in three years we will spend between $1/2 and $1 million of city taxes to keep R/M plus still pay county taxes for williamson ems. You can only thank our elected officials in the city for this.

We should have never been in this position to begin with. Our Mayor is doing what is right for Spring Hill and if he had not acting we would still be in the same postion prior to him becoming Mayor.
Neither County concerning a hospital or an ambulance service would commit themselves to the ciitzens of our community. So the Mayor coupled with the Board did what they had to do to provide for the fastest growing community in Tennessee with the much needed srevices.
What's funny is now that we are moving forward only now do they MRH, & WMC see the need. There is a long history of both ignoring the needs of our community and now it has come back to haunt them.
You might do some checking around, MRH wanted to put a hospital in Spring Hill and couldn't get the support to do so.
Historically the lack of recognition in the growth of Spring Hill has lead to business development and spending of tax dollars in areas with little or no growth.

The lack of wise use of taxpayer money has created the situation surrounding an Ambulance service. Again, the staging of an ambulance in low growth areas like Thompson Station & Neapolis and continuing to ignore the growth of Spring Hill required our BOMA to act on behalf of it's citizens. So, as I see it, our tax dollars used by MRH & WMC were not used very wisely and thus wasted. The staging of two ambulances within the city limits and solely dedicated to the city is a wise decision that will pay dividends for years to come. In other words, we were getting no return on our taxpayer dollars any way.
Both of you fail to recognize that the Mayor and Alderman did not create the situation. They are tired of listening to rhetoric, no vision, and a genuine lack of what is happening in Spring Hill.
At this point, I suggest you both turn your attentions to the counties and encourage them to focus on and recognize Spring Hill for what it has become and will become in the future. I assure you that the Mayor is working on other items that will continue to move this city forward. He is not content on sitting idly by and waiting for others to determine the destiny of Spring Hill.
In closing, I suggest you find out why MRH & WMC allowed failure to occur and allow the situation to escalate into our BOMA having to act in order to provide the much needed services to the Spring Hill citizens.
Perhaps it was your mayor's "Bull in a china shop" attitude and actions that turned Maury against working with him. Someone should tell him that John Wayne is dead, and so is the relationship with Maury County officials due to his outlaw type actions.

I do not claim to know alot about the hospital situation. That is not my area of expertise. I will agree that Maury County screwed up on the EMS side. TO lump both services together is incorrect on your part. Even our alderman will tell you that they have never had a problem with the service that Williamson has given to Spring Hill.
As far as the Thompson Station ems unit you are incorrect. First placing 1223 where it is was a good use of tax payer money. It was placed in a building owned by the county. Instead of having to build a new building all they had to do was finish out unused space. At the time 1223 was placed in service Spring Hill did not have a fire station in Williamson County. The Kroger , Publix, and most of the exsisting growth was not there. The ambulance was placed to cover an area including Spring Hill. Which is they way fire and ems pick station locations. Sometimes that means you do things based on industry facts not popular stories in the press. They look at call volume, response times and many other factors. They still run more calls in the rest of their response area than they do in Spring Hill. To say that you were getting no return on your money is somewhat of an insult to the level of service that the crews have given to this city.
To call Thompson Station a low growth area ignores all of the develope that is coming. The area between Spring Hill and Franklin is set to explode. That is why Franklin annexed the Peytonsville RD area. That is being called the new Cool Springs. That is also why Franklin has talked about annexing all of its ugb up to Thompson Station so the developement would follow Franklin codes not County codes. Now that the Williamson County side of Spring Hill is being built out, many of the factors that lead to the growth will draw people to Thompson Station instead of Maury COunty. Mainly Williamson County schools and services.
As far as Williamson County's efforts to cover Spring Hill, here is a time line that disputes your claim.
August 11, 2005 Newspaper article stating Spring Hill will have its own ambulances within 60 days.
August 12, 2005 WMC Contacts Ken York to discuss. Mr. York states the article is not accurate, and it would be a "Godsend" if we would meet with him August 16. WMC agrees to consider covering entire city, and discusses with MRH.
August 16, 2005 WMC Meets with Mr. York, who states that MRH had contacted him after the August 12 conversation, and he is excited to hear they want to propose jointly covering the city. Mr. York states he would prefer a three-way agreement and will set up a meeting with all parties to discuss the details.
~ Mayor denied having knowledge of this meeting. He stated he is not always kept in-the-loop.
August 25, 2005 Having heard nothing back from Mr. York, WMC begins attempting to contact him.
October 21, 2005 WMC is finally able to contact Mr. York, who states the reason he had not set up the meeting was HCA was proposing to build a hospital and provide ambulance coverage. He stated this had not come to fruition, and he would like to get back on track with our meting. He gathered all contact information and stated he would schedule the meeting.
~Upon my telling the Mayor Mr. York indicated the mayor’s approval of this meeting, the mayor
told me he did remember some mention of this, but he had so many things going on, he could not
keep up with every detail of every issue, and stated he has to have “something I can see” (i.e. in writing) in order to keep up with everything.
November 2, 2005 Newspaper article stating Spring Hill will schedule a meeting with all parties. Article refers to Mayor Leverette stating they may have Williamson, Maury, or both EMS systems cover the city. Once again, the meeting was never set up.
I reminded the mayor both he and the city manager were quoted in this article as wanting to work with us AND being responsible for calling further meetings to discuss it. I told him I felt that
this article was sufficient for me to believe he was informed and involved in the process, and that I needed to do nothing further.
He did not respond, but changed the subject.
November ‘05- April ‘06 Having been told multiple times that a meeting would be established by Spring Hill, which never occurred, MRH and WMC hold numerous meetings and conference calls to work out as many details as possible without meeting with Spring Hill.
WMC facilitates meetings between SHFD and MRH to work out agreements for the same standards to apply in both counties, and conducts training/testing sessions to increase level of care to EMT-IV.
April 3, 2006 MRH advises Mr. York they and WMC have worked-out several details for a joint operation. Mr. York advises they will house EMS in a fire station.
April 27, 2006 Mr. York advises MRH he anticipated receiving another proposal. Mr. York tells Williamson County Mayor Anderson he will present proposal at May 8 BOMA meeting.
May 8, 2006 After more than a week of unsuccessful attempts to contact Mr. York, WMC and MRH hand-deliver proposal to City Hall. Mr. York is not there, so document is left with other city employees.
May 16, 2006 The mayor sends a letter to WMC and MRH stating their interest was appreciated, but the decision had already been made that HCA would be providing ambulance coverage for the city.
This is just a part of a time line from Alan Lovett at WMC-ems, but it shows a little different picture than you paint.
In closing , you are ready to give advice on what I should do. Maybe you should take off the rose colored glasses and see things without bias. Just a thought.

Does Maury County hear the sucking sounds of all the people who can afford to pay their way heading to Spring Hill. Many are literally MOVING to Spring Hill.
Soon all this `cream' will be driving to Spring Hill for health care, and not at MRH's office but to our HCA hospital and also for all the incredible shopping that will be coming here.
GBT is bringing in a SUPER Target, a Kohls, and much more, even a new movie theater. No person around here goes to Columbia for a movie!
The smart lawyers like Dubois are opening offices here and soon so will everyone and the sucking sounds will continue as all the cream and even most of the milk will be driving and moving to Spring Hill.

He is finishing up with his nurse practitioner program and is working seven days a week in order to do so. I have sat by over the past few weeks and have seen you try to lure him into your attacks. He has dropped it and so should you. He has taken down his site, because he realized you all do not care about any opposing viewpoint. If you knew Chandler at all you would realize that he is anything but a Maury yes man. He was hated by the good ole boys at Maury because he was anything but a yes man. Move on, there is more happening in this county than this hospital. The absolute only reason you want to discuss this and get Chandler back on here is because he makes your site lively. Look at the site postings when he was on here, they were well over 100, and now they are consistently low. I am sick of you using Chandler as your target. Drop it!!!

What kind of explosion can happen to an area that has no water/sewer system? It is so obvious you have no clue about these types of issues. Do you even go to the city of Franklin's meetings or do you go to Spring Hill's? Again, I think you are overloading on the Koolaid and are trying to share it with those of us who aren't thirsty for it.
I just think the leaders of columbia.. are jealous and they do not choose to acknowledge the growth in Spring Hill... They are in denial.
i attended 4 Maury co. school board meetings over the zoning of MW elem. .. Boy that was a eye opening experience..it's was so funny to see all of these board members frm Columbia debate the growth and needs of SH.

I live in the Maury side of SH and i am so excited about the future of our city ..there is lots of undeveloped land left on the maury side of SH .. it so nice to see everyone in both counties stand up together for our city we so lovingly share.

Chandler dropped his site for one reason and one reason only, the powers that be at WMC and MRH told him to.
There is no doubt Chandler was fun to duel with, but what WMC and MRH intended for him to do, which was to de-rail our hospital fight, had the exact opposiste effect.
Chandler, and in turn his bosses at WMC and MRH, actually greatly contributed to helping HCA win their CON hearing by attacking the leaders and people of Spring Hill and trying to tell us where we need to get our health care.
It would be interesting to know how you came to such a conclusion. It obviously is not based on any interaction with him. He has no ties with Maury, and Williamson cannot control what he does on his off time, as to my understanding he is not a salaried employee. He took his site down because he does not have any further time to spend on this issue. Unlike those of us who are currently on this site, he has an overwhelming amount of projects going on currently, as he is, as told to me, in nurse practitioner school, working full time, and managing a family. Again, I ask why don't you just leave him alone. Is it because your site died without him?

Many know that Chandler met with leaders of WMC and others for direction with his site and who knows what else. And they shut him dowen not Chandler.
Maybe the leaders and Chandler should be deposed under oath to answer this.
I would say that they would be glad to do it. Your conspiracy theories are old, as is this argument about the hospital. There are more than one defender of Chandler. If you knew him, you would realize that he once taught nursing school and has hundreds of us who enjoyed him as their instructor and eventually as their coworker. You cannot face the fact that Chandler has valid points so you attack him over and over. The best thing that could happen for Maury and the others is for Chandler to get on the stand and testify about HCA. He went through Hell there because he tried to do the right thing. I know, I was there. I can tell you that he would love nothing else than to be able to sit and tell his story relative to what HCA encouraged him to do versus what Williamson Medical encourages him to do. You are a fool if you think Chandler is going to be told what he can and cannot do in his personal life by somebody in a suit. I regret that we did not know he was being attacked on this site sooner, as we would have been out in mass.

This problem needs to be taken to both county commissions, not to Chandler Anderson. If you want to influence something, start calling and writing the Williamson and Maury officials because Chandler is just a pawn in this thing, and his pawn has been taken off the board.

You need to get over the koolaid. It might be causing some vision problems. The growth is coming. There are about 2000 houses coming to Thompson Station just in subdivisions under construction or proposed. The Wal Mart and all of the commercial in the 31 and 840 area. The T/A has looked at moving south to clear that area for developement as retail. When the fire station east of Franklin is complete then the next station will be in the Peytonsville RD Lewisburg area to cover the growth. The water and sewer is coming. One of the reasons Franklin is still talking about its ugb is county codes do not require sewers only septic but city codes do and it is apparently cheaper to put them in as part of the development then after it is annexed.
Of course all of this does not effect me except as job security. I enjoy living in Spring Hill and have no plans to move. Since you accused me of knowing nothing about things there are some facts that I know.
